Haha -- yes, she is. There does seem to be some (even official) confusion on her naturalized status!
(This was an interesting test, by the way -- it's damned hard to do a Google Images search when you know the real subject of the photo, but not a bystander, at least assuming you don't want to plow through 30 gazillion false hits. I finally piled on enough of the right sort of search terms to get the answer in the first page or two of hits.)
For those of you (Moonrat?) unable to decipher JES's coded hints, the Lama's lovely companion is the French First Lady, Carla Bruni-Sarkozy.
If this picture became widely circulated on the Chinese internet, we'd probably see another year of dismal Sino-French relations.
